The PAP and DP are two of the four sub-plans developed as part of the Mauna Kea Comprehensive Management Plan (CMP), which was approved by the Board of Land and Natural Resources (BLNR) on April 9, 2009. The PAP provides guidelines for OMKM in developing management recommendations and administrative rules for managing public access on UH’s management areas.  THE DP describes a process for the decommissioning of observatory facilities on Mauna Kea and includes a discussion on the financing of an observatory’s decommissioning process.
